Restaurant HR Compliance Overhaul & I-9 Audit for a Multi-Unit Casual Dining Brand

Empowered Hospitality partnered with a U.S. casual dining restaurant group to provide interim HR support during a period of transition, working closely with their Head of People and internal team members with increasing HR responsibility. Through restaurant HR consultinghospitality compliance solutions, and a companywide I-9 audit, our team helped strengthen the client’s HR infrastructure, standardize restaurant operating procedures, and reduce compliance exposure across six states.

The Challenge: Compliance Risks Across a Growing Restaurant Organization

With more than 700 employees across nearly 20 restaurant locations in six jurisdictions, the organization was undergoing a transition within its internal HR team. As roles evolved and new leadership came on board, additional support was needed to maintain continuity in day-to-day HR operations and ensure consistent compliance across all locations.

 Key Restaurant Challenges

  1. Supporting continuity of HR operations during team transition
  2. Conducting a full I-9 audit and auditing I-9 forms across hundreds of employee files
  3. Identifying opportunities to improve wage-notice gaps and documentation inconsistencies across multiple jurisdictions
  4. Strengthening restaurant HR policies and employee documentation practices
  5. Standardizing restaurant operating procedures for onboarding and employee recordkeeping
  6. Preparing HR systems to support future restaurant expansion

Without immediate restaurant HR consulting and hospitality compliance solutions, the organization faced potential regulatory penalties and operational disruption.

Our Approach: Restaurant HR Consulting and Compliance Infrastructure

Comprehensive I-9 Audit & Hospitality Compliance Review

Our team began with a collaborative discovery process alongside the Head of People and internal team members, reviewing employee documentation including I-9 forms and wage notices. This process helped identify opportunities to improve consistency and strengthen documentation practices across locations.

From there, we supported remediation efforts and implemented a structured employee file review process over three months, helping the team build more reliable and repeatable documentation workflows.

Restaurant HR Policies & Operational Standardization

To help prevent future compliance gaps, standardized restaurant HR policies and onboarding procedures were implemented across all locations. As a result, documentation workflows, employee file management processes, and consistent onboarding practices increased compliance with restaurant labor laws.

Restaurant Management Training & Operational Support

Restaurant managers received practical restaurant management training focused on compliant onboarding practices, employee documentation, and proper recordkeeping. This ensured that HR compliance processes could be maintained consistently across multiple locations.

HR Infrastructure for Restaurant Operations Management

Beyond compliance remediation, our team introduced ongoing oversight systems for employee records and HR processes. These improvements strengthened the organization’s HR infrastructure and aligned with broader restaurant operations management goals, ensuring the business could support future growth.

Measurable Outcomes: Strengthened Compliance & Scalable HR Infrastructure

Partnering with Empowered Hospitality’s restaurant HR consulting and hospitality compliance solutions, the restaurant group stabilized its HR function and significantly reduced compliance risk.

  1. HR Department Stabilization: Immediate HR leadership and operational support across 18 locations
  2. I-9 Compliance Achieved: Companywide I-9 audit completed and employee files remediated
  3. Reduced Compliance Risk: Wage-notice gaps corrected and documentation processes standardized
  4. Operational Consistency: Restaurant HR policies and onboarding procedures implemented across locations
  5. Manager Capability: Restaurant managers trained on HR documentation, compliance, and operational procedures
  6. Growth Readiness: HR systems and operational infrastructure established to support five planned restaurant openings
